Conducted by Asha Parivaar & National Alliance of People's Movements: Report from field, Date: 27th Nov 2006 (1)Village Panchayat Narayanpur, Block Sandila. Parvez s/o Sagar did not apply for a job card but work has been shown on his Job Card No. 370121. Parvez has not worked but work has been shown against his name and a fake thumb impression is also shown whereas Parvez can sign. Lachchu s/o Bhudhar has worked for 15 days and got only Rs. 235 as wage payment. Daya Shankar s/o Pachcha has worked for 12 days whereas 18 days are shown against his name and he has been paid only Rs.150. Shatrughan has worked for 7 days whereas 20 days have been shown against his name and he has got only Rs. 406. Ashok Naththa does not know whether there is a card in his name or not but work has been shown on muster roll against his name. He has not worked so far. On one muster roll there is thumb impression against his name and in another there is 'his' signature. The job cards were distributed by the Pradhan yesterday.
(2) Village Panchayat Chanoiya, Block Sandila. 301 job cards have been official issued, Village Development Officer Harinam Singh has information about only 164 cards, whereas only 30 people in Loni Kheda (Majra of Chanoiya) have received their cards. In a drunken state, Harinam Singh threatened the villagers not to reveal the truth. Lady Pradhan Kamla Devi's son Anil made derogatory comments about the ladies in the social audit team. Job cards are kept by the Pradhan. About 5 S.C. families have left the village under pressure of the feudal element.
(3) Village Panchayat Tiloiya Kalan, Block Sandila. In Village Tiloiya Khurd of this Panchayat three works have been shown to be performed. First is approach road, second is tree plantation and third is laying of hume pipes. The quality of work is quite poor. The earth was brought by trolleys but that is not shown in official records. Ram Sahare has worked for 21 days but on muster roll 44 days are being shown against his name. His thumb impression has been forged. Raj Kumar has worked for 18 days whereas 33 days have been shown against his name on the muster roll. He can sign but a thumb impression has been shown against his name. Raees has worked for 7 days but 12 days have been shown against his name. Mahavir has worked for 9 days whereas 12 days have been shown against his name on muster roll. Shivkumar Bhalu has worked for 6 days whereas 29 days have been shown against his name. His thumb
impression is forged. Anil has worked for 15 days but 29 days have been shown on muster roll against his name. His thumb impression is also forged. Ram Kishore Bhalu has worked for 10 days but on muster roll 14 days have been shown agasint his name. His thumb impression is fake. Chota Prabhu has worked for 12 days but on muster roll 17 days are shown against his name. His thumb impression is also forged. Ram Sewak has worked only for 1 day whereas 5 days have been shown against his name. His thumb impression is forged. Suresh has worked for 15 days but 25 days are being shown on muster roll against his name. Arvind is a mason. He worked for 4 days as a laborer but on muster roll he has been paid for 21 days at the rate of Rs. 125 per day. Two other masons are shown on muster roll but there was no work for mason on the work site as it was a kuchcha work. Sant Ram worked for 13-14 days but on muster roll 25 days are shown. His thumb impression is also fake. Suresh has not worked at site but 5 days have been shown on the muster roll against his name. His thumb impression is also fake. Heera Lal has worked for 8 days but on muster roll he has been paid for 10 days. His thumb impression has been shown on muster roll whereas he can sign.
Eshwar Din has worked for 12 days but 26 days are being shown on muster roll against his name. His thumb impression is forged. Shriram has worked for 18 days but 29 days are being shown on muster roll against his name. His thumb impression is forged. He can sign. Parsu Ram has worked for 12 days but 17 days are being shown on muster roll against his name. His thumb impression is forged.
Most job cards are lying with Village Pradhan. The labourers have only blank cards. Tree plantation work seems to be fake because the labourers shown on muster rolls testified that they have never worked on this type of work. The photographs on the job cards have been affixed by the labourers on their expenses which is against the provisions of the Act. Out of 116 labourers in this village only 1 woman has been given work. In a complaint related to the PDS, the BPL beneficiaries have been charged Rs.100-300 for getting their cards made.
(4) Village Panchayat BadhuaMau, Block Sandila. The job cards are mostly with the Pradhan. Eight people have worked from 6-10 days but 17 days are being shown against their names on the muster roll.
(5) Village Mahitha, Block Bharawan. On the job cards where 10 days of employment has been shown, on the muster roll 20 days have been mentioned. Payment of Rs. 58 per day has been shown but villagers have got only Rs. 50. (6) Village Babhnaua Peng, Block Bharawan. The entries on job cards have been made yesterday. He also distributed the cards which were with him so far. For 10 days work
18 days are shown on muster rolls.
(7) Village Purwa Man, Block Sandila. Only Rs. 50 has been paid as wage.
