Introducing Haybox in Orissa   Manufacturing and selling hay boxes can be a good livelihood activity for women in the villages and also supports bamboo weavers if the product can be marketed well.

Report of NREGA work in Andhra Pradesh

Below are specific accomplishments reported by workers and coordinators in various mandals. Based on these we also got our overall understanding described above.

Mohan Rao, Palakonda Mandal.

No wages were given even in August for work done in summer (April – June). We managed to secure 2 weeks of wages at Rs. 80/day for 450 people in 3 villages. Then got job cards for 30 people in 3 villages.

Rs. 200 out of Rs. 3200 of the Indiramma scheme was being deducted / unaccounted in 3 villages. NREGA team efforts have corrected this problem.

One problem we have been facing is not getting information from officials. We are also planning to campaign against false muster rolls and for issuance of unemployment allowance.

Apparao Kothuru Mandal, Srikakulam District. We have networked in 15 out of 30 panchayats. We are also working on CLDP (Comprehensive land development program) alongside with  NREGA works.  (NREGA is sometimes conjoined with other projects so that the labour component of other projects is supplied by NREGA.  CLDP is one such project.)

Apprao applied for information about payment orders and muster rolls in two panchayaths using RTI.  The Mandal level officers got angry and they informed the local panchayath leaders and political party bosses.

Apparao was harassed for his work by being forced into an auto, taken to the MPDO office. His clothes were torn and he was made to drink forcibly. We responded by doing a rally, public meeting, and complained to the commissioner.

Apparao organized masses to apply for work and with difficulty he got the receipts for the applications during a period when AP government had stopped NREG works by refusing to take applications or give receipts. After 15 days the applicants did not get work and applied for unemployment benefit for 300 families in 2 panchayats.

Simhachalam. Bamini mandal, Srikakulam district . Working in 10 villages (some of which are in Naxal areas), managed to file and get receipts for employment in 2 villages in the month of November. This was an extraordinary achievement because in most places, mandal officers refused to accept applications or refused to give receipts, since the program was effectively halted due to the above described political pressure. Since the families did not get work, he also filed for unemployment for 162 families. (Awaiting result)

Filed RTI for muster rolls.

Volunteers applied for basic records like payment order, Muster rolls and other records.  The Public information officer asked them to pay Xerox charges, which came to 1000 - 2000 rupees. We requested Commissioner of Rural Development (RD) to supply these records free of cost. One MOU is going between RD and Upadi Hakkula Vedika on this issue .  They requested info on our volunteers, so our RTI petitions on NREGA could be given freely without need for xerox costs. Since then we have been getting information free.  Not only in these villages but also in some of the other areas where we are working. Some of the challenges here include those from political and panchayat leaders who make false allegations and try to create confusion in peoples minds that our workers may be Naxals.
